I have recently started creating Wordpress themes and would appreciate some constructive opinions. My personal favourite so far is the one I'm submitting: Citrus Theme. This theme is at: Empty Nest Themes.
What's the license on your theme? It isn't listed on the theme page or in the theme files.
Is it released under the GPL?
As I said, I'm brand new at this. I don't know anything about licenses???
Licensing determines how you wish the theme to be used, modified, distributed, etc.
We require GPL to be featured in the theme digests here, but be sure that you approve of the license's terms before you choose to use it.

I really appreciate your taking the time to help me. As far as I can tell I comply in all areas and should have no problem getting the license.
One thing though, I had no plans to submit my themes to Wordpress. I wish to maintain independence and offer them through my own site. My own sites are independently hosted on my own domain. Do I still need the GPL license? Can Wordpress.com (and .org) users choose themes outside the selection offered by Wordpress itself?
There's no need to submit to the official directory. WordPress.org users can upload any theme they want to, you just won't get the exposure that the official directory provides.
Unfortunately, WordPress.com users are limited to the themes provided by WordPress.com.
You can license your theme however you like, just make sure to license it.
You do need to be licensed under the GPL to be featured in a theme digest post here, but I won't hold it against you if you choose a different license.

I have now added the GPL license to this (Citrus) theme and all files on my server have been updated.
I will add the GPL license to my other themes (available on my own site) as well before submitting.
